In a major escalation of cyber warfare following Operation Sindoor, Pakistani hackers reportedly attempted to breach over 1.5 million Indian websites. According to Indian authorities, these attacks came in response to the recent terror incident in Pahalgam.

The report, published by India’s Maharashtra Cyber unit, claims that seven Advanced Persistent Threat (APT) groups were involved in the cyber onslaught, targeting critical infrastructure and government systems.

Despite the scale of the operation, the report notes a minimal success rate—only 150 of the 1.5 million attempted attacks were successful, translating to a success rate of just 0.01%. This suggests that while the intent and coordination were significant, the actual impact was limited.

The APT groups identified in the report include:

APT 36

Pakistan Cyber Force

Team Insane PK

Mysterious Bangladesh

Indo Hacks Sec

Cyber Group HOAX 1337

National Cyber Crew

The cyber threats were not limited to Pakistan alone. According to Yashasvi Yadav, Additional Director General of Police at Maharashtra Cyber, several attack origins were traced back to Bangladesh, Indonesia, and parts of the Middle East as well.

Interestingly, the digital offensive reportedly continued even after Pakistan and India reached a ceasefire understanding, with Indian government portals experiencing repeated disruptions in the days that followed.

The incident highlights the rising role of cyber warfare in regional conflicts and the need for stronger cybersecurity frameworks across South Asia.

Yadav stated that while cyberattacks on Indian government websites declined following the ceasefire between India and Pakistan, they did not come to a complete halt. Malicious activity continues to originate from Pakistan, Bangladesh, Indonesia, Morocco, and several countries in the Middle East.

The investigation revealed that the hackers employed a range of techniques, including Distributed Denial of Service (DDoS) attacks and GPS spoofing, to disrupt and deface Indian websites. However, most of these attempts were unsuccessful, and India’s critical infrastructure remained largely unaffected.

Syed Aminul Haq, the Federal Minister of Information Technology and Telecommunications, directed the formation of a committee to investigate the causes of previous cyberattacks and to avoid future assaults on Wednesday. Following recent hacks on government websites, the decision was made at a high-level meeting.

The cyber-attacks committee, which will be led by Additional Secretary Aisha Chaudhry, has been given two weeks to provide a report. Officials from the Pakistan Telecommunication Authority (PTA), the National Telecommunications Commission (NTC), the National Telecommunication and Information Security Board (NTISB), and intelligence agencies will be on the committee.

The minister was briefed on the hack on the National Technology Council (NTC) system during the meeting. The data was not harmed because the system automatically suspended the services. For security reasons, the minister stated that the e-cabinet and e-office systems should be moved to a separate system. The minister praised the NTC, saying that it had stopped multiple cyberattacks in the previous year, demonstrating that the system is safe.

Due to recent technical advancements, the minister raised concern about the rise in cyberattacks and security concerns. As a result, he believes the NTC system should be strengthened. According to the minister, national and private organisations should update their security systems to meet modern criteria as part of the cybersecurity policy.

Secretary IT, Additional Secretary, Chairman PTA, member IT, and member Telecom attended the meeting. The meeting was also attended by the NTC’s Managing Director, the Executive Director of the Information Technology Board (ITB), and officials from intelligence agencies.

The Ministry of Information Technology and Telecommunication acknowledged on Tuesday that a massive cyberattack had been reported on Pakistani government websites. No data theft, however, has been recorded.
According to the ministry spokesperson, the cyber attack effort targeted NTC servers, citing Federal Minister for IT and Telecom Amin Ul Haque.

On NTC servers, Haque added, there are webpages for numerous departments, and the cyberattack happened at 11:30 a.m. on Tuesday.

The attack was stopped thanks to a comprehensive cyber security system, according to the minister, who also stated that some departments’ websites were automatically suspended as a result of the cyberattack. Within three hours, all of the websites were back to normal, according to the minister.

According to Haque, the cyberattack was focused at the network side rather than the data centre.National Technology Council (NTC), Pakistan Telecommunication Company Limited (PTCL), and Multinet were the main targets, according to a threat intelligence analysis. The Ministry of Information Technology and Telecommunications has summoned a meeting for tomorrow (Wednesday) and has requested information from all departments.

The Federal Board of Revenue (FBR) has been warned by the National Telecom and Information Technology Security Board (NTISB) that government job advertisement-related emails are being sent to the general public by hackers with the intent of obtaining personal information and launching a cyberattack on government organisations.

The NTISB issued a warning to the tax regulator on Friday in this regard. These emails, according to the NTISB’s notice to government departments, contain biodata forms as attachments with embedded data-stealing malware.

An individual’s device is infiltrated when they download an email attachment, and the hacker gains access to all stored data. To protect their personal information, citizens are warned not to download attachments or click links offered by such appealing emails.

Hackers are spreading a suspicious emails with the subject “Govt Jobs/ Recruitment” that contains a malicious Word document as an attachment. When you get the attachment, perform the following: A malware is a type of malware that runs in the background. Confucius APT Group used a Biodata form in a spear-phishing assault to collect information on a big scale.

A Cyber Alert has been issued, as seen above. All federal and provincial departments/ministries are urged to take proper precautions while posting job openings on their websites, according to the statement.
