The Federal Board of Revenue (FBR) has issued a warning to all Inland Revenue officials working in PRAL field formations not to share their access credentials (IRIS username and password) with anyone.

All officers are warned not to disclose their access credentials with anybody, according to FBR directives issued to field formations on Thursday, and the officer will be held responsible for any misuse or illicit action undertaken through his login. Sub-user/assistant roles were designed to address the excuse offered by certain officials that they were overworked and had to share their passwords with their assistants.

The IT Wing had seen that field officers were having difficulty completing their duties effectively because the system requires the officer (for example, Assistant/Deputy Commissioner-Inland Revenue) to conduct all activities individually, using his user-ID.

As a result, police are forced to perform a variety of time-consuming activities on their own, such as processing and downloading returns and preparing notices and orders. It was discovered that certain officers were sharing their user access with their workers in order to speed up the completion of duties, which was unwelcome.

The IT Wing directed PRAL to create “sub-user” or “helper” roles in IRIS to remedy the problem. Through the IRIS login, the officer in control of a unit, range, zone, or other formation will be able to create one or more “sub-users.” The sub-user would have access to all of the returns and statements in his officer’s folder, as well as the ability to draught notices and orders. The sub-user, on the other hand, would be unable to issue any notices or orders.

According to FBR, the sub-user will assist his officer in regular chores but will not be able to execute any legal functions through the system. To further minimise exploitation of these roles, the system has been structured so that sub-users can only be established for officers assigned to that office/formation, and that upon an officer’s transfer or retirement, any sub-users created by him will be closed immediately. According to FBR, the new officer will have to construct sub-users from scratch.
