Imagine a university where everything—from applying for admission to receiving your degree—is just a click away. That future is arriving in Pakistan, thanks to the Higher Education Commission (HEC).

Through its ambitious Higher Education Development Program in Pakistan (HEDP), funded by the World Bank, HEC is introducing Maktab—a world-class digital system that automates the entire student journey. So far, 11 universities have signed up, and this week, five more joined the mission to modernize.

These newly onboarded institutions include:

• University of Narowal

• Emerson University, Multan

• Women University, Mardan

• Shuhada-e-Army Public School University of Technology, Nowshera

• University of Buner

Senior officials from these universities gathered in Islamabad for hands-on training sessions hosted by HEC. The closing session was led by Dr. Jameel Ahmed, Member IT, and Mr. Awais Ahmed, Program Coordinator HEDP, who encouraged the universities to embrace this digital leap forward.

“The world’s top universities are already automated,” Dr. Ahmed said. “Now, Pakistan’s turn has come.”

Maktab, developed in partnership with TMC, is more than just software—it’s a complete digital overhaul. From managing classes and finances to tracking student progress and data, it streamlines everything under one platform. It also reduces costs and delivers a smoother experience for students and faculty alike.

But HEC’s digital vision goes far beyond this.

They’re building secure local cloud services, high-performance computing facilities, and two major data centers—one in Lahore and another in Karachi—so that universities don’t have to rely on expensive foreign tools. These centers, called Astrolabes, will serve as the digital backbone for Pakistan’s higher education system.

All of this is part of a larger dream: to help Pakistan’s universities stand shoulder to shoulder with the best in the world.

With technology like Maktab, and the support of a $400 million transformation fund, that dream is no longer far away.

The project of attesting the degree online started a year ago. When HEC introduced the online system, the news took the internet by storm putting an end to all the fake degrees. The online system is now operational.

Following is the system’s way of working of HEC.

How to Verify and Attest Your Degree Online From HEC?

Here is How to get degrees attested Online from HEC

• Step 1:Go to the http://eportal.hec.gov.pk
• Step 2:If you already have an account, enter your ID and Password. If Not, then create your account first.
• To create your account, you need to enter yourID card number, region and Mobile number. After Adding your number you will get a code, that you need to enter in your form.
• Step 3:Once you logged in, you will get these options on Dashboard,
• My Applications :This section shows the high level status of the application (saved, Submitted, In process, Attested, Rejected)
• My Tasks :In this section, tasks will appear which are pending on applicants e.g. Revise Application form or Application Scheduling.
• My Profile:In this section, users need to fill their profile by adding Personal, Contact and Education details.

• Step 4: The next step is to upload the scanned copies of all educational documents, CNIC (Front & Back Side) and profile photo (Passport Size Photograph of you is required), the scanned documents size must not exceed 500kb. Then Click on “Save and Close” after uploading documents.
• Next you can access Application Form by clicking ‘Accreditation and Attestation’ menu item and further clicking Application Form under Degree Attestation System.
• Fill the online application form by completing the various tabs given in the application form.
• Step 5:After filing the online application, you have to choose the option of what type of document you want to attest. You can select From
• Attest New Degree:
• Duplicate Attestation:
• Supplementary Attestation:
• Update An attested Degree:

Be Careful while choosing HEC Center, once selected it will not change

• Step 6: Next is toselect the desired HEC center i.e. Islamabad, Karachi, Lahore, Quetta and Peshawar from the drop down list. Be careful while selecting, you can not change the center once selected.
• Step 7:After successful completion of profile and application along with uploading of documents, submit the online application by clicking the button “Submit”. After submitting the application, you will get a pop-up message, showing successful submission.
• Step 8:After submission of online application by the applicant, the HEC officials will scrutinize the documents. However, if found complete according to the attestation SOP’s, the application is approved in the system.
• Step 9: However, based on scrutiny, the applicant may need to revise the application form by uploading some other documents etc.
• Step 10:After successful scrutiny, the applicant will receive a message & email for scheduling his visit according to his convenience. Or he can get the attested documents through courier.

This is how the system is now going to help people to attest their degrees.

Fake degrees were a hot topic since years and now the con artists have become even more experienced. It is not easy to recognize between real and fake degrees with naked eyes.

Higher Education Commission has taken a step against the fake degrees.

HEC has said yes for operating an online degree attestation that will distinguish between the real and fake degrees.

The official statement reads:

“…to determine the equivalence and recognition of degrees, diplomas and certificates awarded by Institutions within the country and abroad.”

The documents will be attested online.

The applicants will upload important documents after cross checking with NADRA and PQR database they will tell if the degree is real or fake. The applicants of authentic documents will be contacted by the system PQR is the database of all the universities that holds the information of all students till time.

This action is taken to prevent any sort of problems occurring because of fake degrees.

Verification via Controller Examination is one of the crucial steps of Online Degree Attestation and verification. The CE will be now having access to all the data uploaded by applicant on the system.

The process will usually complete in 24 hours if it is not done the universities will be notified so that the work will be completed soon.

It is need of time as competition is growing. It is important that the deserving people should get the jobs and not the cons with fake degrees.
