When Will Starlink Be Available in Pakistan?

Even though the NOC is secured, Starlink still needs to obtain its official PTA license before it can start operations. However, don’t expect it to be available immediately. Sources say it could take up to a year before Starlink begins offering services in Pakistan. This delay is due to several factors, including regulatory approvals, infrastructure setup, and security clearances.

A major discussion between PTA Chairman Major General (R) Hafeez Ur Rehman and Starlink officials at the GSMA Mobile World Congress 2025 in Barcelona also played a key role in shaping Starlink’s roadmap for Pakistan.

Starlink’s entry into Pakistan has the potential to change the internet landscape, especially in rural and remote areas where traditional broadband services are unreliable or completely unavailable. With its satellite-based internet, Starlink can bypass the challenges of fiber-optic infrastructure and provide high-speed connectivity anywhere in the country.

The PTA has shown its commitment to enabling new technologies, but before Starlink can fully launch, it must complete its registration with the relevant satellite regulatory body. This is a critical step before PTA grants a satellite-based internet service license.

• Residential Package – Rs35,000/month (50-250 Mbps) + Rs110,000 one-time hardware cost.

• Business Package – Rs95,000/month + Rs220,000 one-time setup fee.

• Mobility Package – Rs50,000/month + Rs120,000 hardware cost.

These prices are significantly higher than what most Pakistanis pay for internet, raising concerns about affordability. While Starlink’s speed and reliability are undeniable, its high costs may limit its reach to businesses, remote workers, and affluent users rather than the general public.

Challenges Ahead for Starlink in Pakistan

Even with the NOC and an eventual PTA license, Starlink will have to navigate multiple obstacles before rolling out services, including:

1. Building Ground Stations – Starlink needs to set up infrastructure on the ground to support its satellite internet.

2. Security Clearances – Given Pakistan’s strict regulatory environment, security approvals will be a major factor.

3. Integration with Local Networks – Starlink must ensure its service works smoothly alongside Pakistan’s existing telecom infrastructure.

Additionally, satellite internet services operate under a different regulatory framework than traditional fiber or cellular networks. This means Starlink will require further spectrum allocations and additional approvals, which could slow down the launch.

What This Means for Pakistan’s Internet Market

Despite the hurdles, Starlink’s entry into Pakistan is expected to shake up the broadband industry. Competition is likely to push existing Internet Service Providers (ISPs) to improve their services, leading to better options for consumers. If Starlink manages to lower its prices over time, it could become a viable option for a much larger segment of the population.

Elon Musk’s Starlink has applied to establish ground stations in Pakistan, marking the company’s move to provide direct satellite internet services. The company has registered with the Securities and Exchange Commission of Pakistan and is awaiting approval to set up operations.

Elon Musk’s company, Starlink, has officially registered with the Securities and Exchange Commission of Pakistan (SECP) under the name “Starlink Internet Services (Private) Limited.” As part of its expansion plan, Starlink has applied to establish 2-3 ground stations across Pakistan to deliver high-speed internet directly to Pakistani consumers via its constellation of low Earth orbit (LEO) satellites. This move comes in response to growing demand for broadband services, particularly in underserved and remote areas of the country.

In a written statement to the Senate Standing Committee, the Pakistan Telecommunication Authority (PTA) confirmed that Starlink had submitted applications for the necessary licenses to operate in Pakistan. The company applied for a Long-Distance International (LDI) license on February 24, 2022, and for 14 Local Loop licenses on April 29, 2022. These applications were forwarded to the Ministry of Information Technology and Telecommunication (MOITT) in March 2022 for further consultation with relevant stakeholders.

The Frequency Allocation Board (FAB) has also verified that Starlink’s satellite network operates globally without causing any interference to terrestrial communication systems. This is an important step in ensuring compatibility with Pakistan’s existing infrastructure.

The regulatory framework for satellite-based telecommunication services in Pakistan is outlined by the National Satellite Policy of 2023 and the Pakistan Space Activities Rules of 2024. The National Satellite Policy, approved in December 2023, mandates collaboration between federal and provincial agencies under the guidance of the National Space Agency (SUPARCO). Furthermore, the Pakistan Space Activities Regulatory Board (PSARB) is tasked with registering satellite service providers like Starlink and issuing the necessary No Objection Certificates (NOCs) for licensing.

According to the regulations, all local and international satellite service providers must adhere to both local and international laws as defined by the National Communications Authority Rules of 2024. Existing geostationary satellite operators are permitted to continue their operations but will eventually be required to transition to national or registered satellite systems once their current agreements expire.

At present, Starlink’s application to set up ground stations in Pakistan is under review by the PSARB, which is conducting a technical evaluation of its Earth Gateway Stations and analyzing the compatibility of Starlink’s satellite network with the country’s communication infrastructure. Upon successful completion of this review, the PTA will grant Starlink the necessary licenses to begin providing internet services, assuming all regulatory requirements are met.

While satellite-based services are available through licensed operators in Pakistan, direct-to-consumer services remain unavailable. Currently, companies like PTCL provide bandwidth for point-to-point traffic transportation. Starlink’s entry into the market could potentially revolutionize the broadband landscape by expanding internet access to underserved regions and bridging the digital divide in Pakistan.

Qatar Airways has partnered with Elon Musk’s Starlink to provide high-speed Wi-Fi across its fleet, marking a significant leap in in-flight connectivity. The airline debuted its first Boeing 777 equipped with Starlink’s internet on a flight from Doha to London, where Qatar Airways CEO Badr Al Meer demonstrated the milestone by making a video call with Musk while flying at 35,000 feet.

“We’re literally talking over Starlink right now – that’s super cool,” Musk remarked during the call, which was filmed and shared by the airline. He explained that the connection was maintained via Starlink’s satellite laser links to the aircraft.

This move positions Qatar Airways ahead of competitors, offering passengers free, high-speed internet, a sharp contrast to the slower, often restricted paid services available on many other airlines. Elon Musk also assured that the technology would only improve as new satellites are launched and software is upgraded.

The airline plans to equip 12 Boeing 777-300s Wi-Fi with Starlink by the end of 2024, with full coverage for its Boeing 777 fleet in 2025 and its Airbus A350s in the summer of 2025. This initiative makes Qatar Airways the first airline in the Middle East and North Africa to adopt Wi-Fi with Starlink service, which allows passengers to stream, message, and make calls seamlessly from gate to gate.

As global demand for air travel continues to grow, with a recent IATA report showing an 8.6% rise in passenger demand in August 2024 compared to the previous year, airlines are increasingly competing to offer superior services.
